Yes that is to be expected with older versions of Blender & Avastar.

The versions I'm currently running automatically limit weighted verts in denser mesh models.

Grab yourself Blender v2.79a below: (These are ZIP files that don't require instillation, to avoid corrupting currently installed versions)
